The ferry has reportedly been heading towards a tourist island as part of New Kurdish Year's celebrations. Rescue teams are looking for survivors.
Chief Minister Adel Abdul Mahid has ordered an investigation that “will find out who is responsible”.
Authorities have repeatedly warned people of rising water levels as the cause of opening the hydropower gate, and some are blaming ship owners after ignoring the council.
Social media images show the shipwreck and people diving in the river.
Tragheti is said to have been en route to the island of Umm Rabaen, a tourist arena about 4km north of downtown. People in different countries today are celebrating the Kurdish New Year.
According to information from the country, authorities have made an emergency <x0rsk” so that people can go to the river near the Fifth Bridge and the Old Bridge to help save people.
All the vehicles around them have been banned so that the ambulances that carry the victims can make way.
The Kurdish Regional Government has sent 10 ambulances to Mosul from the nearby town of Duhok.
Mosul was caught by I SIS in June 2014 and had become its de-fact.
This city was freed in June 2017, after nine months of fighting that left much of the city in ruins, reports the BBC.
