This presidential pardon, which was made through a decree signed by Aliyev, includes former Health Minister Ali Insanov, journalist Fikret Faramazolgli, opposition politician Alikram Khurshidov, vice president of the opposition party People Front, Gozel Bayramli and Fuad Gahramanli.
Former Prime Minister Isanovo was senior official of the ruling party for the new Azerbaijani Party and was seen as Aliyev's potential rival. He was arrested in 2005 under suspicion that he planned a stamp and was sentenced to two years in prison, and then charged with misuse of money and bribery.
According to this presidential pardon, 399 people will be released from prison, the other 11 will be suspended sentence, and another 12 persons will be suspended in fines. Meanwhile, three persons who are sentenced to prison exemptions will be reduced to 25 years in prison.
Under Aliyev's decision to forgive, 14 foreign citizens will be released from prison, including 3 Georgians, two Russians, two Nigerians, a citizen of Uzbekistan, Iran, Belarus, Turkey, Cameroon and India.
In Azerbaijan it is common for the president to forgive prisoners before the New Persian Year's festival, Navruz, which is March 21st.
