Albanological Institute soon under the pipe of Ingera, including other public institutions

This is based on the fact that Integration has valued them as vital institutions for society, and through recommendations it will also serve those in their mission.

In the course of the Integration Organisation's commitment to the assessment of silent institutions, this organisation has for the first time initiated a revision and reflection process on the work of the Albanological Institute, as one of the main institutions funded by the state. Through research work, by informing, developing and offering effective activities based on evidence, Integres in co-operation with KFOS and Shkelzen Gashi as consultants aim to promote public dialogue and commitment to the importance of transparency principles. This initiative has come on the basis of the fact that the Albanological Institutes and a series of other public institutions have been praised as institutions that have so far saved monitoring filters and are considered more limited in relation to their responsibility to the public.

“We like Integre in collaboration with KFOS and Shkelzen Gashi as consultant we are already in the final stages of the generation to realise an assessment of the Albanology Institute of Kosovo”, the director and executive director of Integre Koliqi explained at first.

The director and head of Integration, Kolliqi Framework, further said that the IAK monitoring work is conceived in three phases, where the first phase is the assessment of the institution, then it will continue with the applicant meetings that are initially done with the estimated institution, to continue in meetings with the responsible institutions associated with this institution, while it all goes on with public dialogue that tells the public about the work of the estimated institution.

I'm happy that the Integra was profiled in this kind of operation as Civil Society duty and I believe that the impact we've had with AShaAK is going to be with the Albanology Institute, the team is made up of loan people and we're going to get on with it. Very often in Kosovo, research is done that remains there, ours is to develop research and with those found to develop other activities such as avocal meetings where we will meet with dozens of other people and institutions dealing with this institution and policymakers, with people sharing the budget, and with international foreign institutions that have invested in Kosovo to be independent”, Koliqi told KultPlus.

Although much criticism has been circulated at the Ingera address already for Kosovo's Albanological Institute, Koliqi insists that this research process begin without any prejudice.

Maybe we'll be surprised for the good, maybe find something even worse that we didn't mean. Everything we publish will be based on fact and research”, Koliqi Consistent points out.

The reason Ingera's going to focus on a very deep research on this report is that he believes in the specifics of each institution, so problems vary depending on the institution.

We first look at their law, the statute, the internal regulations, and see how much they produce under the mandate that the law, the statute, or the specific regulation, ”, the Integration leader explained further.

Other public institutions that Ingera intends to listen to from the comfort zone

There are a series of other institutions which <x0-integre” has assessed as silent and functioning in the world without a sense of responsibility and transparency. The institutions that this organisation aims to address from the comfort zone following the Kosovo Academy of Sciences and Arts and the Albanological Institute of Kosovo are: Kosovo National Theatre, Radio Television of Kosovo, Kosovar Institute of History, National Library of Kosovo, University of Pristina, Kosovo Museum, etc.

It is good for each institution (which we think to make a kind of scan) not to see us as enemies in a shape as partners, which methodologically are becoming a scan of their work, of laws, of regulations, of their activity and result in recommendations that are kindly”, Koliqi said.

Conspiracy Caliqi has shown that this initiative has been taken based on that these institutions, despite being financed by public funds, have never been through any monitoring initiative or assessment by the Government or Parliament, nor by Civil Society organisations. He says this situation has created a climate of perception that these institutions have created their <x0-seconds, which despite the fact that they spend public funds, are isolated in terms of transparency and responsibility towards the public.

Integration's “Ide to achieve assessments of public institutions is based on the fact that there are many public and governmental, national and local institutions living as in “swaj” that are not accountable for their work and at the same time are massive users of public funds. We have started with AAK as this type of institution and will continue other institutions which we think is good to do a review, the assessment on which we come up with concrete recommendations on how they should improve the different aspects of their institutions”, said Koliqi, who further explained that the recommendations relate to other major institutions to which the subordinate institutions should be accounting. After publishing the “crisis report at the” academy, AAK last year was obliged for the first time to report to the Kosovo Education Commission in the Assembly, as the report showed that although legally ASAK is obliged to report the Kosovo Assembly for its work, it had not happened.

The “in some form makes recommendations, not only for the institution that we value, but also other institutions that have some importance and have responsibilities for other institutions, Koliqi said.

Koliqi said their idea is not just to release reports and research, but they intend that these institutions and others will return after a few years, to see how much the situation has changed in those institutions.
