The Interministerial Committee for Strategic Investment has re-acted the project to build the HECs in Lumbardh. A project that fails to meet environmental conditions and is devastating to the environment is already described as strategic investment. This decision has been taken contrary to the municipal development plan, which prohibits the construction of HECs in the area, precisely from the degradation that took place in the Decani municipality by the same investor. Previously, the Ministry of Environment has also discouraged construction in the area.
The project was launched on 18 October 2013 in an agreement between the municipality and the Kelpkos company for the construction of five hydropower plants in Rugova villages for about 120m euros. The company itself figures with only one worker and one thousand euros in capital. The municipal development plan has halted the project until 2016, when the power regulator's office has accepted the company's demand for power generation.
The aim of the company and their associates in relevant public institutions is for the project to pass quietly, without controversy and without reporting citizens. This is not allowing the citizens of Pec, who on tomorrow organized a protest against this project.
The Vetevendosje movement supports the protest of Peja's citizens, joins it and calls on all of Pec's citizens to come together against the destruction of Peja's Lumbard and natural beauty. We call on relevant institutions from the ministry to the environmental inspectorate to suspend any activities related to the advancement of this project.
