Pristina has not yet started with milk distribution in elementary schools

Low-cycle students in Pristina schools, since 2015, had received a supply and pack of free milk. But since the beginning of the second half year, the municipality has not distributed milk, the Metro newspaper broadcast.

From 2015 until now, the Pristina municipality, led by Shpend Ahmeti, distributed every day from a free milk package for primary school students. But, it has been a week since the strike ended, and no milk was sent to Pristina schools.

Because of this, there have been tendering procedures that the Pristina municipality no longer carried out time.

On January 11th of this year, it expired with the currency of the contract that the Pristina Community has been linked to the company “A L.L.C. This contract weighed exactly 733,698,000 euros.

Later, the municipality through the tender procedures opened the new offer, but has already announced the annulment of the tender with the argument that the price offered by the sole bidder has exceeded the planned amount by the municipality.

A severe clash has started since several days between the former ruling Communist party, Vetevendosje Movement and Pristina chairman Shpend Ahemti for milk supplies in Pristina municipality. The two sides have each other's indictments.

Despite this, Pristina chairman Shpend Ahmeti, who filed suit today between the Vetevendosje Movement for libel, has not been able to give a date when milk can be distributed for students, but has said the Pristina municipality is considering the possibility of negotiating the contract with the previous company, to reach a price of 20 cents for a milk package, as the bid in the tender that failed had a price of 25 cents in the package.

It's not the milk supply today. The tender procedures referred to in the indictment are finalised as contracts. We've started other procedures after the contract was completed. There was only one offer (no Vita) and it was 25 cents. So more expensive than what we have so far and over the separate budget. Well, once there's no supply. We are considering the possibilities of negotiating to reach the previous price that has been the lowest price of the market and which is in line with budgetary opportunities”, Ahmeti has said of news.net.

The municipality neglected the tender

Doubts of misuse in the milk tender, the Vetevendosje Movement has presented it in early January 2019 at a media conference, while criminal speculation has taken place in a few days.

Since the preliminary tender had validations until January 11th, news.net has seen the Pristina municipality open its public offer on the KCPP site on November 21st 2018. But according to the tender file, the deadline for submitting bids has been up to 20.12.18, which the company has not done “Vita”, or “A BRAZIL”, close to this company, but only one company that the municipality has not made public.

Unlike other times, the municipality had seen the tender rate only six months, a deadline that might have discouraged bidders, unlike the previous item of three years, and once a year.

The impact between Ahmeti and his former party

Pristina Mayor Shpend Ahmeti has today been suing Vetevendosje Movement, which about a month ago exercised criminal speculation on the claim that Ahmeti has misused 530 thousand euros in the milk tender for students.

After handing over the indictment to the Pristina Constitutional Court, Ahmeti said he has demanded compensation in the indictment, which the court will post.
Ahmeti has reiterated that the procedures have been open and that the price of bought milk has been the cheapest in Kosovo.

He added that the VV is not interested in public money but in lying.

For the major milk price difference from the first contract with these last year, during January activists of the Vetevendosje Centre from Pristina have handed over criminal speculation to President Shpend Ahmeti for misuse of official office and for links to the harmful contract.
This criminal charge handed over to the Prosecutor from Vetevendosje has to do with allegations of misuse worth 530 thousand euros in tenders for milk supplies from the Pristina municipality.

In question, the Constitutional Prosecutor in Pristina has started the investigation. Pristina Foundation Prosecutor's Chief Prosecutor, Imer Beka, has told the news.net, that the subject has reached the prosecutor, but has refused to give more details.

The Pristina municipality has had two contracts for milk supply of I-V classroom students. The first was linked in 2015 to “Group” and has been a framework contract for several years. According to this contract, a pack of milk was bought 10 cents. And the second contract, which expired a few weeks ago, was tied in last year, and a package of milk was bought 20 cents. The 10 - cent prize in which the package and dystribuomi had even reasoned with the company and the Communists. They had said that this was a promotional price, since the product had first entered the market.
