Parliament is discussing dialogue bill with Serbia

Kosovo Deputy Prime Minister Enver Hoxhaj has introduced the bill to MPs, where he has said the head statement of this bill is the Constitution of Kosovo and the country's strategic defence.

Hoxhaj said the bill gives full mandate to the state delegation, and thus regulates political accountability to the Kosovo Assembly and citizens.

The “rules what it can and cannot negotiate, what are the Kosovo red lines in this process, the functioning of the state delegation, its structure and responsibilities, as well as the co-ordination between the Kosovo state delegation and Kosovo institutions, including the Parliament, the president and the government of Kosovo”, he said.

On the other hand, he said the bill regulates the equal composition of all political subjects, how to be represented in the delegation, and allows for one representative from civil society.

But Democratic League of Kosovo MP Vjosa Osmani said the law in question would legitimise the division of the country.

“Today we have a law that gives legitimacy, full political support to the president, and legalises his plans for fragmenting the country that so far did not find allies in Kosovo but remains merely as Russian-Serbian plans for partitioning Kosovo. The law contrary to what the deputy said. The prime minister, let him not position himself in relation to the so-called secretly led negotiations at the presidential level, but paves the way for the territory negotiations to continue by not setting any single restrictions and no red line on any subject. Thus, this law allows for negotiating division and exchange, both correction and the Association of Serbian municipalities and extra territoriality and what not. But this law has one condition, and it is that when Thaci goes to Brussels he takes some others with him, but some others who will not stop the country's fragmentation, but by this law will simply legitimise him”, she said.

And Vetevendosje Movement MP Glauk Konjufca demanded that the Assembly issue a document that would prevent the country's president from negotiating with Serbia.

I think for two reasons the Kosovo Assembly should issue a document that prohibits negotiations with Serbia, Hashim Thaci, what we need in this country is a document banning it from any negotiations with Serbia. There are two very powerful arguments why this is happening, and the first is about the themes he's opening in dialogue with Serbia, and we have a president who, uh, forgive me, but in September last year, said he's negotiating with Vuchy the 430km long border between Serbia and Kosovo, as the science of Geography between Kosovo and Serbia says is about 370km of stories, where they made 60km more of our president. As the president could go to this point of negotiations with Serbia”, he said.

The debate over the draft law on tasks, responsibilities and competencies of the State Delegation of the Republic of Kosovo in the dialogue process with the Republic of Serbia, is under way in the Kosovo Assembly following the adoption of a bill on salaries in the public sector.
