The cause of divisions among the ruling coalition is worsening Kosovo's negotiating position in dialogue with Serbia in Brussels, while even President Hashim Thaci has not been transparent in the process.
So it was said today at the discussion table with the “Dialog Kosovo-New Year's Serbia-Old Challenge”, organised by the Group for Jury and Political Studies (GLPS).
Vetevendosje Movement Parliamentary Group chief Glauk Konjufca said dialogue with Serbia has taken another turn since last year, as a cause of President Thaci, citing here the idea of exchanging territories.
According to him, Prime Minister Ramush Haradinaj would have to refrain from allowing Hashim Thaci's project, as he called it, the idea of exchanging territories, rather than abandoning competencies for dialogue.
He is the controller of most of the power, the ruling coalition. He's kind of a boss of some sort. The PDK, and the PDK condition a prime minister, who is very weak and very vulnerable in Kosovo, which is Prime Minister Haradinaj. It is not weak in a personal sense, it is weak in the sense that it sews up the government coalition, which is majority in this case. Why did we come here as far as this project of President Thaci... the first is to abandon the powers on the part of the prime minister, that's the first step we've got here. That's where it started. At the first moment that he has taken the government, Haradinaj said I do not deal with dialogue with Serbia ... The prime minister from the very beginning is careful that since he did not violate President Thaci on his dangerous path”, Konjufca said.
While, Visar Ymer from the Social Democratic Party, pledged that with the law for dialogue, competencies would have the Assembly of Kosovo, so that decision-making can be returned, thus increasing transparency and accountability on this process.
The past “governments that have led it have usually established the assembly before the act carried out at the moment of reaching agreement. As in 2013, 2015, two realities with two different prime ministers -- the Assembly of the Republic of Kosovo -- was the institution which was required in the end to vote on an agreement without any information or announcement -- on how it came to that agreement and without any general compliance of the Parliament's deputies for the benefit of this agreement. Kosovo in this case will not make the mistake it has made in past cases and especially in this process of dialogue in Brussels, in which it has made acceptance of various agreements, some of them outside the constitutional and often harmful to the Republic of Kosovo, taking nothing back. I can say that the process of dialogue was a unilateral bargain.
He hopes a political consensus will be reached in which all Kosovo parties are required to be part of the dialogue team. He said, among other things, that these positions will be expressed in the guiding platform of the principles of dialogue, which will be presented in the coming week.
While, Bilall Sheriff from the Social Democrat Initiative has invited all opposition parties to join this platform so that, according to him, the battle will not be lost yet to begin.
The “is talking about a process that would eventually have to produce an agreement sold in Serbia. So, we haven't started, Serbia has started with its allies, even penetrated its enemy territory, our friends, in the territory as well as through it, to open their ears that the Kosovo issue without Serbia's approval cannot be considered resolved. So we are in a situation of defanzies where it comes to a process, has been requested and designed as one that should produce an agreement that can be sold in Serbia. That there can be no sale to Rambouille, Vienna, Ahtisaari, now needs the third true”, the Sheriff said.
He said Kosovo is in a situation where it must defend what it has done so far since February 17th 2008. But, which according to him, the public is being manipulated, saying Kosovo will gain even more from this agreement than in 2008.
While Leke Batalli from GLPS has presented the third construction study, which is talked about Kosovo-Serbia dialogue. He said this study has the main focus on whether this is the last moment where Kosovo should have final dialogue with Serbia.
He stressed that there is currently a huge division between the position and opposition, and also between the ruling coalition, which according to him exacerbates the negotiating position.
“We have a very large division, which means not only between position and opposition, as far as dialogue is concerned, but also is often denoting a lack of compliance among the ruling coalition participants themselves. This only exacerbates the negotiating position. At the moment we are now, Kosovo is regarded as the most destructive and not constructive actor. We too have come from a huge support that we have created from surrounding countries, and we have generally arrived now to be described as the negative side, which is not wanting to be constructive”, it has ended.
