Analyst Nexmedin Spahiu has today published a letter written in Ottoman, and as he interprets it is the answer that the Istanbul government had given to Janina's Villajet commander, Esat Pasha Janina, in connection with Albania's declaration of independence. According to the document, which is said to hold November 27th 1912 -- just one day before the proclamation of independent Albania from Istanbul -- the government has agreed to the independence of Albanians and has therefore given direct consent to Ismail Kemail.
The following “The document is from the Ottoman archives and dates November 27, 1912. It is a decision by the Ottoman government cabinet signed by members of this cabinet in response to the question posed by Janina's Ottoman commander, Esat Pasha Yanina. He demands from the Istanbul government a guide on what to do with Ismail Kemal Vlora and his associates, who had left Durres and were expected right away to arrive in Vlora to hold a assembly on Albania's issue.
