This thing (visa liberalisation) hasn't happened yet and it's frustrating”, Engel said.
The Kosovo Assembly has ratified the border demarcation agreement with Montenegro since March last year.
If Kosovo sees that if it responds positively, it gets something positive, then there won't be a problem. The problem exists that they are seeing that they do not gain anything”, Engel said.
Comments have come after increased American pressure on Kosovo to withdraw the 100% tax it has imposed on products imported from Serbia and Bosnia and Herzegovina.
Kosovo Prime Minister Ramush Haradinaj has repeated on several occasions that the tax will remain in force until Serbia recognises Kosovo.
The United States has said the tax is against American interests, while Serbia's president, Aleksandar Vuciq, has insisted that it will not continue dialogue for normalisation of relations with Kosovo until the tax is lifted.
Engel said the government of Serbia should change its stance and not continue keeping Kosovo out of international organisations, such as U NESTO and INTERPOL, as well as not trying to persuade the states to attract recognition of Kosovo's independence.
He also said he hopes Kosovo and Serbian leaders will come up with a plan for moving forward and for membership in the European Union, writes relief.
