The spending bill, adopted at two 73-21 and 81-11 votes, comes ahead of a deadline that ends today to finance the government or face a closure.
Last year Republican deputies and President Trump used the budget deadline as political movement in an effort to get funds for the Trump border wall with Mexico.
The obstacle to funding the wall led to the government's longer closure in US history in 35 days.
This year MPs said they wanted to avoid closing the government and the 2020 funding bill to include $1.4 billion in funds for the border wall.
It also increased the age allowed for purchase of tobacco products from 18 to 21 and provided $25m for studies of gun violence.
