Kosovo continues to face these problems, still starting with the problem of legislation in the country, considered one of the main concerns during our work and addressing the issues we have had in the process. Because a large part of the laws derived from the Kosovo Assembly are still not harmonised among themselves, and the second still does not have a different rule of law that constitutes one of the most serious problems in the functioning of the law, which affects the entire justice system, unable to implement the amendments of the” laws, Jashar said.

The ombudsman added that there are no improvements in the accountability and responsibility of executive authorities as far as executives are concerned.

Ombudsman Jashar also cited two laws -- the one for public officials and the wages -- that have been suspended by the Constitutional Court with the initiative of the ombudsman Institute. He said the constitutional decision to suspend the salary law has been accepted.

He has mentioned the most important cases that were addressed during 2019. According to Jashar, a case of importance for equal treatment of pensioners on the part of commercial banks in Kosovo in providing credit services, (206 thousand and 534 pensioners).

The next case has also been with the positive obligations of the state in terms of protection from domestic violence for right in life, stemming from the Constitution and Article 2 of the European Convention on Protection of Human Rights and Freedoms.

The number of complaints filed at the Ombudsman Institute for 2019 were 1876, while the number of cases open to the investigation by the submitted complaints has been 878, while open cases Ex Offizio 51.

The Ministry of Environment and Spatial Planning, the Ministry of Labour and Social Management, the Ministry of Health and the municipality of Dragas tops the list of the most responsible institutions for accessing official documents, while non-cooperative institutions are the Ministry of Infrastructure and Transport, the Home Affairs Ministry, August and the Ministry of Finance and from local institutions is the Pristina municipality.
