Italy was justified that the army had entered Vlora at the request of Esad Pasha Toptan, while Albania was being involved in anarchy.
After World War I broke out in October 1914, Italy launched Albania's invasion plan, starting with sending a “to the Sanitary” commission to Vlora, allegedly to aid the migrants (refugeed refugees, following the Greek invasion of the south). In fact, this commission was made up of Italian officers and agents, as a frontman to get acquainted with the local situation and prepare the grounds for the invasion. Further arguing on how the forces of this seemingly charitable mission, along with Albanian traitors, began work and organized the plot of December 29th 1914, when numerous Italian armies landed in Vlora, allegedly to protect them from Greek danger, as it had no security for protection
