Challenges to forming government in Kosovo

The Vetevendosje Movement and the Democratic League of Kosovo are still continuing efforts for an agreement on co-governance, while two months have passed since holding early parliamentary elections. At the beginning of the week, the leaders of the two subjects failed to reach reconciliation and there have been no other meetings since, except distance debates among officials of these parties. A split point between Vetevendosje and the Democratic League remains the question of the post of president of the country, as the latter is demanding that, under the agreement for co-governance, the post of the president of Kosovo and he meets with it in 2021.

Ismet Kryeziu from the Kosovo Democratic Institute tells Voice of America that the question of post of president of the country should not be a divisive point between these two subjects.

This is, however, the point that apart from the debate and electoral reform that would be discussed for the president now these two political subjects, based on this ruling coalition, are not a coalition of national unity and have broad votes, these do not have broad votes, they have about 57 votes which would enable without a compromise or agreement with political consensus, and with the other opposition spectrum to elect the president. For this reason I think that the definition of whether it is now a personality that will be either of the political subject that it will have will be much more difficult for this coalition and I don't think that's the point that would damage the credibility or the entire course for the construction of this” coalition, said Mr. Kryeziu.

Analyst Vogan Qorrolli says the results of the October 6th elections have shown the will of citizens and that, according to him, the two subjects should build the ruling coalition without thinking about other positions.

Analyst Ismet Kryeziu says Kosovo is currently in the normal cycle of discussions on the ruling coalition, and that according to him the process is going in a safe step.

There's a innovation and a new cycle about coalition developments, and I think that's good for democracy and we shouldn't see it in that spirit of speed. There are some practices in the world and I think that even the Democratic League and Vetevendosje are going into these practices which are healthy for democracy in contrast with other overnight agreements or within two or three individuals to lead further. So I think it's healthy for democracy the process in which we're”, he said.

While analyst Wigan Qorroli says the coalition must be achieved as soon as the new government expects as many serious issues -- namely, continuing talks with Serbia -- say.

The first-goist Vetevendosje movement and the Democratic League of Kosovo, which came in second in the 6 October elections, have secured 57 seats in parliament with 120 MPs, while to approve forming the government requires at least 61 votes. They count on the votes of non-Serb communities' deputies.

Election results have been certified on November 27th, and from that day comes the 30-day deadline for the first assembly of parliament to be called by Kosovo President Hashim Thaci. /VoA
