In a letter published before the first meeting of the EU Council, Borrell highlighted his priorities in EU foreign and security policy, calling for greater unity and a comprehensive approach.
Borrell also outlined two clear priorities that make EU foreign affairs more efficient and strategic -- the first, in terms of EU concerns for its close and second neighbours -- in the realm of EU relations with geostrategic actors in the world.
