About 78 people were killed during the violence, which hit parts of Ethiopia last week, said Billene Seyoum, secretary for the media of Prime Minister Abiy Ahmed
Security forces have arrested more than 400 people in connection with the killings and destruction of property, the BBC writes.
Violence erupted after an influential activist from the ethnic group Oromo, Jawar Mohammed, said on Facebook that the government was trying to risk his life by removing his bodyguards.
The government has denied claims.
Billene said violence had an ethnic and religious dimension and was exacerbated by the involvement of forces which, according to her, are pushing to create a climate of fear and hopelessness.
Police in the Oromia region, said this part was badly affected by violence, while earlier declared that 68 people were killed, the periscope followed.
Prime Minister Abiy Ahmed was awarded the Nobel Peace Prize last month for ending hostilities with neighbouring Eritrea, and his efforts to achieve reconciliation in Ethiopia.
