But these decisions by connoisseurs and political circumstances are viewed as illegal and unnecessary.
Artan Murati in a proposal for Online Economy has indicated that the government in the resignation should not make decisions and establish obligations for the new Government, but that it should only be a caretaker government that performs routine tasks.
The government in its resignation does not actually dare to make decisions that are of heavy weight and that would establish commitment to the government to come. After the new government's vote and the result this outgoing Government should not do more than it is currently doing, so it is a caretaker government which simply needs to take care of processes which are already under way until the arrival of the prime minister and new ministers, who are elected in the last elections”.
Murati has indicated that the Haradinaj government now in its time in office has had trends that exceed government competencies in office and should not do so.
The government in the resignation has so far had some tendency to take some steps that it should not take because they exceed the competencies of a government in resignation”, Murati has said.
University professor Milazim Krasniqi told Online Economy that in Kosovo there is a lack of responsibility for governments in office.
According to him, it should not happen because tasks should be completed according to the Constitution and the laws in force.
And yet we haven't quite understood how governments work, and in normal democratic countries, even when the Government falls, it does all the tasks that are provided by constitution and by laws, while in us it seems like a way that you can go out or not, and then it has serious consequences for the management of work, because the government, even when it's in resignation, has to work, but it notes that there is a lack of responsibility in us”.
Krasniqi has indicated that the government should not make decisions that could have budgetary implications for the new Government.
The government until the day it is in office must fulfill constitutional and legal obligations. The routine decisions or jobs that are normally developing that he has the right to make, but he has no right to make new decisions that have budgetary effects because it remains with the new government, but that he has to do these work in the process, of course, as well as”.
Haradinaj has resigned from the head of government following an invitation for an interview by the Special Court, thus leading the country in early parliamentary elections that I was held on 6 October.
