According to the observatory, Russian forces had crossed the Euphrates River in northern Syria and had arrived in areas outside the town of Cobani, backed east by the Kurdish-led Syrian Democratic Forces.
Russian troops reportedly headed north after the Syrian Democratic Forces signed an agreement with the Syrian government to deploy President Bashar al-Assad's army on the border due to the Turkish military operation.
According to Reuters, Kurdish forces have not yet confirmed this information.
