The reasons for the annulment of Palmer's participation in Forum have not been disclosed.
Palmer has been appointed special envoy of the US State Department for the Western Balkans on August 30th.
A month later, the White House has named Richard Green, the current ambassador of the United States to Germany as sent for dialogue between Kosovo and Serbia.
Green has visited Pristina and Belgrade last week.
The American Embassy in Pristina has named the visit as an indication of the support the US gives to the dialogue process.
Will the US convince Kosovo and Serbia?
Dialogue between Kosovo and Serbia started in 2011.
Currently this process mediated by the European Union has been suspended due to the 100 per cent tax Kosovo authorities have placed on the goods of Serbia and Bosnia in November last year.
This, since Serbia's president, Aleksandar Vucic, has cited this move as a rationale for not continuing dialogue.
Tax removal has been requested by the European Union and the United States.
