In a response to Indexline, the EU Office in Kosovo indicated that its observers would also be at the counting centres.

Our “observers will monitor the counting process, at different locations in Kosovo. When elections are made in schools, our observers will observe the school count as well. For your information, we expect to have close to 100 observers.”, said in response.

The polling stations open at seven o'clock and close at 7:00, then there's the counting process.
