Former head of the Kosovo Academy of Sciences and Arts, Nexhat Daci, says that citizens always expect the new powers to be more efficient.
In an interview for Radio Free Europe, he said the new Government of Kosovo should be able to solve the problems facing citizens. As for dialogue with Serbia, Daci said it would be more than necessary to include the opposition.
Radio Free Europe: Mr. Daci, early parliamentary elections in Kosovo have resulted in changes and is expected to take power. What are your expectations of a possible government between the Vetevendosje Movement and the Democratic League of Kosovo?
Nexhat Daci: I believe it's pretty good when the contracts change. It's a coolness, it doesn't mean they're better or worse, but citizens always expect new powers to be more efficient or should be more efficient. So, I think it's good that the opposition has won the election because only in that way is the water movement, it doesn't get water all the way and when it becomes an amul, it doesn't drink. Hence, people usually expect that when the opposition arrives, they should be able to solve the problems of people's lives and hope to succeed.
How much do you consider that the expected future coalition is capable of addressing issues seen in Kosovo as particular priorities, such as easing unemployment and economic development?
Nexhat Daci: I believe this is the weakest point in the Balkans. Generally among most Balkan states, politics and second or third countries are always priorities. Therefore, with what I have information or how much experience, the coming of the opposition always creates hope and they will struggle to fulfill some of the promises.
Do you think that, in terms of economic development and Kosovo, the incoming government will have success?
Nexhat Daci: It will work, but wonder won't. There won't be because the created political environment loses much time for new norms for new standards. But, I hope that this time with the new prime minister who for the first time is in force, things will move faster towards the lives of citizens.
Meanwhile, Mr. Daci, the international community expects the dialogue with Serbia to continue as soon as possible. Do you expect the future government to reach agreement with Serbia?
Nexhat Daci: I like the statements of people who may be in the new government, who don't get too tired of what anyone else thinks, but what people, voters, are looking for. I have a huge disappointment in the international community. Too big promises of ten years ago so far. For free circulation, visa-free travel and never abide by promises nor decisions of larger forums, such as the European Parliament and others.
Therefore, my order or my advice to the new government is to, under one, be the interests of Kosovo, the citizens of Kosovo, and somewhere in the rankings second, third, fourth or fifth points of the international community. Remember, over the years I was president of the Parliament and special representatives who were as powerful as kings, they said that in 24 hours you would have... See how many years he says, and you'll get the free movement. As we perform that task, add five or six more.
Hence, future power or future government must live, not on promises and promises, but on the job it does. First in the economic development of employment, then halting the migration of young people who are a major disease and far less minding what they promise every day. See now what happened to Northern Macedonia and Albania, with Prime Minister (Zoran) Zaev and Prime Minister (Edi) Rama. Always when a people have looked at their own interests, their family, their home, has succeeded. When you've always lived through your promises, disappointment has been the final result. It means, without the international community it can't exist, I didn't think of a place outside the globe, but the priority must be your home, the lives of people in your home, and not the flight from your home. We dare not think and fight for isolation from Europe and America, but always in solving priorities and problems we must rely on America, always without being against Europe. But not to maintain great hope in Europe.
I congratulate the past government that has contributed a lot to the security elements. We have a police officer who has supported all of Kosovo, very powerful, well trained, educated. We have the army now prepared. Therefore, all orientations of experience suggest that there should be a home in one priority, then Europe or another wherever.
Serbia continues dialogue conditioning tax removal. How should the new government operate on this level?
Nexhat Daci: Any excesses in this concept are harmful. The once-in-a-day dismissal without studying and seeing Serbia's actions would be counterproductive. But even perseverance is out of time. It means I believe that the new government, as far as I have conveyed the debates, in particular the new prime minister followed more carefully than others, I believe that an optimism should be increased in this direction for locals.
Do you see the next opposition, respectively? PDK and AAK, at the negotiating table beside the government?
Nexhat Daci: It is political wisdom to have teams, teams larger than one man or two involved. Leaving the opposition side as it did is not successful. In the period when it was President (Abraham) Rugova, the one to say politics, even the opposition has participated in talks in Vienna. It means when it's the interest of the state and citizenship, you don't have to be stubborn and it's me, you can't be with me or the opposite. It means the presence of the opposition in the delegations for me is a very good political injection that world opinion understands that we are together and that results will not be lacking.
Also discussed has been candidate warning for prime minister Albin Kurti not to be included in the Serbian List. Do you consider the Serbian List could be skipped and not included in the Kurti government?
Nexhat Daci: Constitutional issues cannot be changed by will or by word. If constitutional issues accept it as constitutional, the Serbian List should be involved, but not in numbers and methodology that could prevent what this government intends. I think the prime minister in an interview has said a good one that will first be talked to the Serbs, which is fully logical, with Serbs living in Kosovo who want to live, who have families in Kosovo. It seems it will also happen that the Serbian List does not have any ministers, but let it be one (Nenad) The case has been one of the best ministers the government has ever had. There has always been political orientation for Kosovo and the protection of Kosovo Serbs or Kosovo.
I have no confidence in the Serbian List. But I'm still saying the composition of parliament this time and the government will lower the political force to the minimum of the Serbian List.
