Sabri Hamit's son, a graduate of banking and finance literature at the University of Gjilan

The son of Sabri Hamit of LDKI, Urtak Hamiti, has enabled for two years the illegal functioning of the Bank, Finance and Accountability programme at the University of Gjilan “Kadri Zeka” where he is a programme bearer, although he has no connection with the economy until he has completed the School of English Language and Literature while legalising diplomacy [...]

Under recent decision by Kosovo Agency for Accreditation, the Bank, Finance and Accounting programme will continue to be active at the University of Gjilan, although the same was illegally accredited thanks to a decision that this agency had made in July 2017.

In a July 6, 2017, decision, the Accreditation Agency had approved the request of the University of Gjilan for re-accrediting some of the research programmes, including economics.

The tender of this programme, in the request approved by the Agency, were Arben Mustafa, Lutfi Zharku and Urtak Hamiti.

Urkak Hamiti, who is the son of Sabri Hamit of LDK, was put on the list of these three illegal professors, only to allow the application to be discredited.

Thus, since July 2017, this program continues to be active at the University of Gjilan, thanks to Hamit, although illegal.

Hamiti had taken up this position, despite having no final Ph.D., much less for professional subjects such as banks, finance and accounting.

The appointment of Sabri Hamit's son to this position was made contrary to Administrative Guide for Accreditation, which clearly stipulates that for every 60 ETCS [the credit] a professor is needed with PRHD from the respective fields.

“For research programmes which go to obtaining a Bachelor and Master scientific degree, the requirements for academic staff are that for each group of students (appointed under the IAL statute) and for every 60 ETCS study programme loan, the institution should have at least (1) staff with regular working relations called PhD or the equivalent artistic title from the field of studio” it says.

So a 180 study program ETCS, it needs three professors with PHD from the respective fields to accredit.

The violation of this programme's accreditation has been done precisely with Urtak Hamit, since it does not belong to the economy field.

Hamit's CV., published on the university's official page it becomes known that he completed the Bachelor studies at Pristina University, the Philological Faculty, the branch “judah and English Literature”.

While, he was doctored at the University of Tirana at the Faculty of History and Philology in Fusha “Histor/ International Relations with the subject “Foreign Policy of the United States and the Albanian case 1989-1999” in 2015, winning the title The Doctor of Science.

According to the decision by the Kosovo Agency for Accreditation, the economic programme was re-accredited for three years between October 1st 2017 and September 30th 2020.

The peak of students allowed to be admitted for an academic year is up to 200.

But this one. Accreditation Agency Decision It contradicts itself.

In the same decision, AKA had not accredited the “Special Education” program, just because program carriers do not have the equivalent professions with this program.

This program had only 120 E TCS, 60 less than the Bank, Finance and Accountability Programme, but the cause of the programme carriers was not accredited, though it only needed two.

Urtak Hamiti has been engaged as professor at the University of Gjilan “Kadri Zeka” since November 24th 2016.

Despite his 2013 diplomatic scandals, he had been elected Prof.Ass on subjects: Kolektive and NATO security, diplomatic and consular rights, the history of state and judicial institutions.

Sabri Hamit's son is also known as former diplomats punished for causing diplomatic scandal.

But the university statute does not provide stops for the candidate past that applies for regular or associate professors. It only envisions meeting the criteria associated with education and involvement in scientific work that Hamiti does not meet.

Urtak Hami diplomatic scandals

Hamiti was suspended after causing a diplomatic scandal in Croatia.

He had been in the post of Kosovo ambassador to Croatia. During that time, the media had reported how he was arrested after he had been drunk and dragged through the streets of Zagreb.

Based on the decision then made to suspend him, Hamiti had violated the discipline by not reporting the case to superiors in the MPJ.

Also, based on this decision, Hamiti had caused “damage to the image of diplomatic representatives of the Republic of Kosovo”, as well as “property damage to Croatian citizens' property, auto car”.

Enver Hoxhaj, who held the post of foreign affairs minister even in 2013, had made the decision to suspend him. The decision obliged Hamiti to return to Kosovo and work in a lower position at the Ministry of Foreign Affairs.

Hoxhaj's decision also made Urtak Hamit unable to engage in diplomatic posts within two years.

Prior to taking this decision by the Minister of Foreign Affairs was established by the MPJ to review his case. Hamiti, before members of this commission, had denied reports to the media in his case in Croatia. He had named the slander reports that he had been arrested, that he had been drunk, and that he had dragged down the streets of Zagreb. However, it had not won the trust of members of the disciplinary commission who had decided that Hamiti would be suspended by diplomatic service.

Hamiti, son of LDK deputy chairman Sabri Hamiti, was employed at the Kosovo Embassy in Croatia in 2010. At the time, Foreign Affairs Minister Skender Hyseni of the Democratic League of Kosovo. For a short period of time, Hamiti had done the duties of Kosovo's ambassador to Croatia, following the departure of Ambassador Valdet Sadiku, who has been appointed chief of the Kosovo Liaison Office in Belgrade.

The Bank, Finance and Accounting programme is also provided with the latest AKA decision

Days earlier it was reported that the Kosovo Agency of Accreditation has removed the accreditation of the University of Gjilan “Kadri Zeka” for three directions two of which bechelor and a Master level.

University media official Miner Haziri Rexhepi confirmed during today's Periscope day that the Agency for Accreditation has removed the credit for programmes: General Jury BA, two-programs Education Direction BA and E-Management Ma.

Meanwhile, this Agency has accredited four programs to this university, such as: The Economics Programme (Banca, Finance and Accounting) BA, BA Computer Science, Faculty of Application Sciences ) Education BA and local Governance and Democratic Society MA CHA reports Periscope.

Haziri Rexhepi has said further about Periscope based on MAST's Administrative Guide, No.15, 2019, Article 21,point 2, says “The AKA may re-evaluate the accreditation given at any time, then withdraw its decision on accreditation, if the terms given in the case of accreditation have been violated”, but the UKZ has violated no conditions.

These programmes at the University of “Kadri Zeka” are just some of the programs that have been stripped of the Kosovo Accreditation Agency.

Following that decision, reactors from Kosovo's six public universities demanded that members of the State Council of Quality be dismissed due to the suspension of 42 research programmes.

The Council itself reacted to this.

They said that legitimacy like the Council is from the Parliament, and only by it can it be taken.

As far as the decision on suspending 42 programmes has been said to make decisions on the basis of the legal framework, and that without applying the Standards and Guide for Quality Insurance in the European Higher Education Area cannot become membership in ENQA and ECA./ P ERISCOPIA
