Rectors also warn strike unless the State Quality Council is dismissed

Public university rectors today have turned to deputies from the Commission for Education, where they have expressed their concern over the State Council of Quality's decision to close 40 percent of the programmes at these universities. They claimed that the verdict in question is considered illegal. Therefore, they are demanding that the Council be dismissed until January 28th, on the contrary they continue with strikes and protests.

The reactors have called the decision arbitrator and political, and the withdrawal of accreditment for certain programmes at universities.

University of Pristina Rector Marjan Demaj said that the UPI has been rejected 24 programmes and 13 accredited programmes have been attracted.

He has called these programs essential, while the decision has been called selective.

“Based on administrative instruction MAST, 15/2018 for accrediting the institutions of higher education in the Republic of Kosovo, can be found that the KSC has brought a decision to withdraw accredited programmes without a report of recommendation from external assessments, by international expert assessment of the same field of study, for another length, Article 19 you have the facts it gave you. They have not been in question those programs to be appreciated, there is no post commission, any warning, that, for example, any of those study programs that have been accredited or that have failed to establish instructions or recommendations, only ad hoc has been taken and 13 basic” programs, he said.

University of Gjilan Rector “Kadri Zeka”, Bajram Kosumi, said that during 2018, MAKT and KSC have established two additional conditions, where, among other things, they have demanded that instead of three professors for a program, there should be four.

And that, Kosumi calls it illegal.

The KSC's request to increase the number of professors for a program is anti-legal, they can add this standard, we can accept it, but in case of new accreditment, in case of redecutment, we compete this year with a new program yes, we're looking for four, we're doing four, but the programs that once got the stamp of three professors, you can't ask half the way you add a professor. The second problem is the narrow study areas that are being called, no debate has ever been in Kosovo for study fields, and all the talk of today are research manipulations, I'm very well informed, I've been part of the Accreditation Agency, where we've adopted the study fields and numbers, their numbers, but there's no further debate, and all that you talk about is propaganda”, he said.

The Rector of the University of Pec, Fadil Milaku, deputy director of the reactor conference, said the State Council of Quality has closed programmes that most students have.

I think the State Council of Quality had to have a different report with the universities, asking for additional documents for every professor who allegedly isn't a profile. But they haven't communicated with us at all, ignored us, and made decisions that led us to this” situation, he said.

At today's meeting with the Commission for Education, Agron Bajraktari, director of Ferizaj University, said the closure of new public universities is the main goal of the minister of education.

MP Albulen Balaj rejected this statement. She said the minister has never said new universities should be closed.

So, never did the minister say that they should close universities”, she said.

At today's meeting, concern has been expressed by the Rector of the University “Fehmi Agani” in Gjakova, and the incumbent on Prizren University “Uksin Hoti”.

While the deputies of the Commission for Education have encouraged reactors to go through legal ways.

MPs have also announced they will meet with representatives of the State Council of Quality.
