But, despite the government's optimism, opposition parties seem to drag the process further.
We remember that in the first reading when he even passed the draft budget for 2019, the two opposition parties -- the Democratic League of Kosovo and the Vetevendosje -- do not support it, while the Social Democrat Party gave him conditional support.
Passing the second reading will even depend on the PSD, which has said it will vote on the budget if the five requirements submitted as the condition the ruling coalition has its votes for approval of the Project for 2019.
PSD requirements require that the Law on Salaries be adopted in the second reading along with the second reading of the draft budget, with special emphasis on health sector requirements, the Law for Dialogue be adopted in Government and sent to the Assembly, the Law for Government to be brought to the Assembly for approval in a three-month term, then full functioning of the Ministry of Agriculture and the release of the Agriculture Ministry's duty, Nenad Rikalo, and warns the Government that the project has been heavily charged with social and pension schemes.
The PSD insists that without meeting these requirements there will be no budget vote on their part. That's how PSD spokeswoman, Nature Kuci, has declared it.
Our requests will be realised and only then will there be a” budget vote, Kuci said February.
The 2019 budget bill has been voted in first reading by Parliament MPs at the end of 2018.
Kosovo's 2019 budget, according to the current design, is expected to reach 2.3 billion euros. Of that figure, around 770m euros are earmarked for capital investments.
