Former KLA commanders Sami Lushtaku of Rrustem Mustafa will leave for The Hague to respond to the Special Court's invitation.
Otherwise, the Specialised Chambers and Kosovo Specialised Prosecutor's Office, known as the Special Court, were voted in the Kosovo Assembly in August 2015. Through special law, these Special Chambers and Special Prosecutors were founded to try certain crimes committed from January 1st 1998 to December 31, 2000, within Kosovo's territory.
They were created as a result of a report by Swiss Dick Marty, who presented it to the Council of Europe in January 2011.
The report contains allegations of serious crimes allegedly committed The KLA during and shortly after the last war in Kosovo. The same assumptions were based on a book that former Special Tribunal prosecutor Carla Del Ponte had written, three years before Marty drafted the report.
