Based on all of this, we've identified that we don't have a social security system, we have a lot of pension schemes, there's a controversy of laws and provisions within laws regarding the treatment of these categories. Then we have constant pressures from certain groups for new retirement schemes, there are difficulties in implementing demands”, he said.
Recica announced that they will make the basic law on pension schemes and the bill, which will regulate the area of social security.
The post-reform pension system will be built by four pillars, a zero pillar that will cover contributing pensions, 90th-year-old pensions, disability pensions, family pensions, labour disabilities, will be KPC pensions. In a way, there will be these schemes which are funded by the state. On the pillar one, which will be established by the Fund for Social Insurance to be established, will be age pensions, contributing pensions, working lehon pensions, child treatment, child supplements. The second column, what we call the trust and will be the third savings pillar or voluntary statements for savings in the pension scheme”, the minister has announced.
Minister Recica for Kosovo Press has indicated there are over 37 thousand veterans since this minister receives pensions. The budgets planned for this category are also set for 2019.
“The figure is over 37 thousand currently, and we are tasked as MPMS that all requirements come on the basis of the criteria also set by the commission and the law on categories derived from the war to accommodate within the ministry's budget. The figure which we now have is 37 thousand and of course we have planned enough budgets to cover these categories, which is guaranteed by law”, he said.

“We as a country are facing a high unemployment rate, it's very obvious and what I want to underline is that the unemployment rate in the country has a history. The unemployment challenge in this country has its own history and I want to talk to statistics, I want to talk to you in numbers that we possess. Currently, we have about 100,000 job seekers on the other side of the meetings we hold with businesses often businesses complain they don't have the professional workforce they need. On the other hand, we have a figure published by the ASS near 30 per cent we have a number of job seekers registered over 100,000, we have businesses that complain they don't have professional workers. I ask a question, what hasn't worked in this country, because it's not this problem that was born today, within this month or within this mandate, is a phenomenon that has been passing the country for many years. To say that the unemployment problem will be solved overnight is very false and we are drawing up a plan like approaching unemployment in the country”, he said.
Recica has said for Kosovo that they are drafting a plan like approaching unemployment, co-operating with the private sector to provide more jobs for citizens.
Moreover, to reduce the unemployment rate, Recica said they are training job seekers in professional training.
He is convinced that next year, more will be trained for temporary work in the European Union, which, after the end of their working period, will return to the country.
