Haradinaj urges the US and the EU to start and support an international conference aimed at reaching a comprehensive and legally binding agreement between Kosovo and Serbia.
The first executive also requires international guarantees that the conference will not have any restoration of Kosovo's existing borders, or division, or territorial exchange of any nature.

After making the International Court of Justice's decision ( UN General Assembly approved Resolution No. 64/298 (2010), which recognised the content of the JND Opinion and welcomed the European Union's <x3-second preparedness to facilitate the dialogue process between the” parties. We have deep conviction that a comprehensive and legally binding agreement between Kosovo and Serbia can be reached in 2019, which will address all outstanding issues, including war reparations, minority rights in both countries, as well as various economic, social and cultural issues recently leading to mutual recognition and Kosovo membership in the United Nations Organisation. On November 21st 2018, the Kosovo government imposed a 100% tax on imports of goods originating from Serbia, as well as Bosnia and Herzegovina. The tax has come in response to continued violations of the Central European Free Trade Agreement (CEFTA) and the continued acts of aggression aimed at damaging the state of Kosovo. The Kosovo government will immediately suspend the fee if the following circumstances are met: 1. The United States of America (SHBA) and the European Union (BE), following the practical steps for the initiative and support of an international conference (“Conference”) aimed at reaching an inclusive and legally binding agreement between Kosovo and Serbia for resolving all outstanding issues between the two countries the conference must start as soon as possible after the conditions described in paragraphs 2 to 5 below and must be completed within 14 days: 2. The US and the EU will give public pledges and ensure there is no such thing as:
(i) Any restoration of Kosovo's existing borders, or partition of Kosovo, or territorial exchange of any nature.
(i) The provision of executive competencies of any form for the association of Serb municipalities in Kosovo or any other agreement contrary to the Kosovo Constitution.
(ii) Measures of any nature based on concessions that go before February 17th 2008.
3. The EU will give additional public pledges and ensure that:
(i) Visa liberalisation for citizens of the Republic of Kosovo will come into force before the beginning of the Conference.
(i) The Energy Agreement reached in Brussels between Kosovo and Serbia before the start of the Conference will be fully operational
4. It has been verified that Serbia has removed all non-tariff barriers caused to Kosovo's movement of goods, as well as all illegal restrictions on the service trade and the movement of people from Kosovo to Serbia.
5. The president, prime minister or minister of foreign affairs of Serbia publicly confirm that all policies and actions of any kind directed against Kosovo's aspirations as a sovereign state have been banned, whether they apply at the local, regional or international level.
Tarifa will be re-established immediately if the Conference does not conclude with a binding comprehensive agreement between Kosovo and Serbia, which provides, among other things, mutual recognition and Kosovo membership in the United Nations Organisation.
The tarifa will be re-set on a later date if the comprehensive binding agreement reached at the Conference is not implemented.
