Despite the violent protests of several months ago, which brought the suspension of the concessional project, it seems that the government is determined to live it starting on September 17th, at the end of this year's summer tourist season. This has also been confirmed by Infrastructure and Energy Minister Damian Gjiknuri, during the presentation of the relief package for citizens and businesses that often use this route, while, in a proposal for Scan TV, representatives of this dictatorship said there will be no deadline extensions, reconfirming the launch of payment on this road axis.
Package
Unlike the first time, a package of rata reliefs has already been processed that use the road most. It's going to be a special device telepass that will enable the reduced division of such tools.
The package includes a 100-dollar VAT fee for any passage for all vehicles registered in the Kukes County. It will be limited to no more than 44 monthly crossings and valid for use within a month from the payment date for these crossings. The relevant cards will be bought with payment. This scheme has to do with cars like family cars that are registered for citizen use.
Meanwhile, in terms of interurban transport lines, 11 licensed bus lines that travel from and to the town of Kukes have been identified so far. To eliminate the impact of the fee on the travel cost of the Kukes County residents, these lines will be included in the preferential scheme, with a 100-dollar VAT fee for 1 crossing.
The printing of frequent road users, despite their deployment (mainly businesses from Albania and Kosovo), will have treatment as follows: Between 20 and 30 transitions per month, there are 10 per cent discounts; over 30 to 50 crossings per month, the discount amounts to 20%; over 50 to 60 transitions per month; frequent users will benefit a 30% drop; and over 60 crossings per month, the reduction amounts to 40% of the fee.
Base fees are for the 2.5-euro engine, car 5 euros, buses and truck 11.2 euros, medium trucks 16.2 euros, and trucks at 22.5 euros.
Sources from the concessionary have confirmed that the company has calculated maintenance and investment costs with current tariffs, according to the initial contract, also approved in the Assembly, so any reductions will be compensated by the government. This solution is a normal global practice. “If the government decides to protect a certain group from tariffs stemming from its contracts, it must cope with losses derived from budget funds; it does not have to take over a private business. This is the global practice”, representatives from the concession company said.
According to the international institution's study of concessions, during March 2014-March 2015, around 5,000 vehicles per day moved to the segment of the Nation's Road. Supposedly, with the concession's entry into force, the vehicle movement will decline and the government will finance concession from other taxes, to a measure that is minimally 5m euros a year and the maximum of up to 13m euros. /Albanian. com
