Merkel's statement after calling Trump was milder. Has Germany changed its stance on the Kosovo issue?

Three questions for Bodo Weber, from the Council of Democracy Policy Initiative (DPC)

DW: Mr. Weber, do you think the West has begun to view the issue of changing borders in the Balkans as a possible option for resolving the Kosovo issue?

Weber: Chancellor Merkel's Declaration interprets that Germany will insist on its position: No border changes in the Balkans, no division of Kosovo or exchange of territories. Although Mrs. Merkel's language was milder than in previous statements. Even the fact that Prime Minister Plenkovic took such a clear stand proves that Berlin is looking for EU partners to stop the folly of exchanging territories, what Thaci, Vucic and Moghrin apparently agree on.

DW: Why foolishness?

Weber: Dialogue achieved the greatest success in 2013 when it led Serbia to admit that Kosovo is no longer part of it, if it wants to enter the EU. That Mrs. Moghrin put the dialogue into crisis and as a result is unable to maintain red lines, is evidence of EU weakness. It is strange that in Brussels we now speak freely of such diets, which put the hard - achieved order at risk in these 30 years in the Balkans. This is also evidence of the weakness of the West in the face of nationalists in the Balkans who, following Trump's victory, hoped that a chance would now be given to unfulfilled nationalist agendas in the years of BAR90s.

What happens now?

Weber: The question arises how Vucic, Thaci and Mogher thought about it. Such a plan will not be feasible. Germany will not move from its position. This means that an agreement for exchanges or division of territories will not be feasible, even if the parties in Brussels agree. And in the most extreme case, if there is any conflict, Berlin will stop Serbia and Kosovo's EU perspective. I suspect that the actors who founded this policy have hoped that if they all returned, Berlin will return. But they've done their scores wrong. So we will see destabilisation in the coming weeks in the region and perhaps negotiations on the final dialogue agreement will await the new commission and Moghrin's successor.
