There were 420 MPs who voted for visa liberalisation, while 186 opposed and 20 abstained.
In the following link, you can see one of the European Parliament's Eurodeputs votes.
And the strange “ ” is that in the votes against them are even MPs from countries that have recognised Kosovo as; United Kingdom, France, Germany, etc.
