How does Mehmet Kraa perceive these negotiations between Kosovo and Serbia?
Kadare writes <x0...cracts are frozen”, the metaphor is clear. The writer needs to be sidelined and has to get into political matters with unartistic explanations. Reports created between Albanians and Serbs, many people blame both sides in the Balkans. I say no, they're all guilty. We leave the nationalism of small peoples, it causes harm, but it protects its identity and its being. Nationalism of great peoples causes harm. It's been proven by other people. Thus, aggression causes great consequences. In short, I think the conflict has a long history, but I would not like to place the two peoples in the same country, because there have been individual actions that have caused harm, but in relation to what Serbia has done to Albanians is more serious. Serb violence in Kosovo is state violence and has lasted two centuries. The state, with all instruments acting on Albanians, should therefore differentiate that Albanians were vulnerable.
Your Serbian counterparts, what attitude have you had in relation to this conflict?
I am more like a writer, the Serbian academy has been consistently involved, in relation to Albanians and Kosovo. The memorandum contained several points for resolving problems with Serbian nationalists. One of them is the deterioration of Kosovo's autonomy and the creation of a unique Serbia. That was the purpose of this memorandum. This is where it ended up with Milosevic. The academy and Milosevic created this by actions towards Albanians. Including the Kosovo war, it was within this memorandum. Kosovo's equipment and reconciliation at all costs. The memorandum was the start of wars with Slovenia, Croatia, ended with Kosovo.
Did the Serbian academy have any option for partitioning Kosovo?
No, but a unique Serbia meant an integration of Kosovo within Serbia. Kosovo had to be divided into a unique Serbia. The population was designed negatively. Because Serbia in 2050 would have more Albanian than Serb populations, so over 50% because fertility was very high in terms of mortality that was higher in Serbia. A restrictive division with Albanians was needed. That was the idea of Kosovo being divided, a part of Albania was given and thus resolved the problem with the population. It was a plan for Kosovo to split into “The road of Freng”, along the railway to become partition. A period was not spoken of but was reac whereas the 2000s. The idea was for Kosovo to divide. Albanians never benefited from this.
Did you get European Chancellors? Served by intercomputers?
Milosevic did not discuss with the internationals, he considered Kosovo a spoils. There's been such an idea that there was something in the background. There was such a plan for separation. Such a claim was made.
The Albanian government and the president of Kosovo consult the Kosovo Academy of Sciences?
Individually maybe. The academy has not produced a model and I think it is better because we should not follow the Serbian model. There are parliament, government, representative institutions. The Serbian academy is the clearest model of this, since it has caused wars.
My lack of transparency from the Albanian political class bothers me. These hide everything, just like in Vienna's talks, where Ahtisaari package emerged, and then complained about protected areas. They knew these things when they went to Vienna.
Is the process procrastinating?
It's been a year and a while to discuss this, not about culture or anything, but about that.
What should be Tirana's role in these talks?
Taking into account that much of Kosovars see Tirana as protection from the state. That's how perception has been created, they seek support from Tirana. I say it's wrong, that tasks that are done themselves must be solved. But Tirana, it should have a constructive attitude. I read a presentation of Bushat, public, it was normal. But I'm surprised how after two days Rama came out and said something else. So Tirana must create an exact position on this issue. Tirana needs to hide.
