According to the Ministry of Environment, standard tools EURO 0-3 makes 80% of the existing automotive park, while even today, much of the imported cars are over 13 years old. Over 2/3 of the tools imported have ended their normal life cycle and come only for the dead “” in Albania, according to the Environment Ministry. The pollution caused by them is one of the main reasons that prompted the government to take measures to prevent imports used more than 10 years through the <x2 design. > For measures against air pollution from motor vehicle discharges and reducing emissions of gas pollutants and solid substances suspended from positive combustion engines and those with combustions that burn with natural or liquid gas for use in auto”. Under this design, vehicles that were produced more than 10 years ago and new vehicles -- those that do not meet the EURO 5 rate and above -- will not be allowed to enter Albania on January 1st. Meanwhile, the import of early vehicles of historical interest and collection will not be prohibited (for automotives produced by December 1970). For engines and trucks, the time allowed for their import from the production date is 15 years.

According to this survey, with the entry into force, in full compliance with national legislation on protecting air quality in the environment, and on environmental air quality assessment and requirements for some polluting about it and depending on the classification of vehicles by weight and use time, they are allowed to register for the first time for circulation in RSH territory, motor vehicles and vehicles, which meet the following conditions:
New zerokm autoves and no previously registered circulation in any other country that meet the rate EURO 5, of the European Union;
Other new motor vehicles, such as motors, buses, M2 and NI categories trucks, with zero km and never registered for circulation in any other country that meet the rate EURO 5, of the European Union;
Autoves used (all that are not zerokm and previously registered for street circulation in another country) must have been produced no more than 10 years before the date of the first census in Albania.
Other motor vehicles used as motors, buses, trucks, M2 and Nl categories (all those that were never registered for street circulation in another country) must have been produced no more than 15 years before the first registration date in Albania.
Excluded Cars
According to decision specifications, this decision applies to motor vehicles of M category (Ml, M2) for human transport and N (N1) for cargo transport. This decision does not apply to import:
- a) Early vehicles of historical interest and collection, such as:
Autos produced by December 1970;
Autos presented as a production model by December 31, 1970, despite the current year of producing a particular vehicle, or
Cars that present technical museum or cultural values, traditional heritage

The draft predicts that vehicles, which with the entry into force of this decision, have entered Albanian territory but have not completed registration procedures, have until December 31st 2018, for carrying out the necessary procedures.

The purpose of this decision is to protect human health and the environment from the discharges of gas pollutants from motor vehicles and solid bankes suspended from positive combustion engines and those with combustion fuels, burning natural or liquid gas for use in vehicles, through determining their import conditions in the Republic of Albania and conditions for existing vehicles in circulation.
According to the resolution accompanying the project:
By 2016, 435,613 automobiles were registered in our country. The total number of vehicles (including trucks, buses, engines, trailers, agricultural vehicles, and so on) was 562,658. According to the DDP, there are about 200,000 other autoves that are formally not in circulation, so they have not reregistered at the moment of technical control. This means that the number of vehicles used is even greater.
In recent years, the first-time car registration facility is 5% new tools (kilometers 0) and 95% multi-used tools. This trend was highlighted after 2011 when, with the elimination of the customs tax, tax barriers were removed that were imposed to effect pollution from the used means. With the principle removed from the <x0 user pays” automotive import policy was radically changed.
Such a figure of registration (5%) is not found anywhere in Europe, perhaps even Africa. This leads to disrespecting the allowed flight rates of gas polluting and solid content defined in the European Union directives and various international conventions.
Currently, they also continue to register for the first time, including the EURO0 0 (EURO 2 and EURO 3, thus creating sharp problems of environmental pollution and road safety. EURO 0-3 tools make up 80% of the existing park.
Law No. 10458, date. 21.07.2011 “For some changes to Law No. 9975, the date 28.07.2008, “For national taxes, modified” reshuffled the tax system that applied for motor vehicles. Unconfirmed taxation accepted by this law has encouraged and continues to exacerbate the situation. It is noteworthy that the cheaper price of old autovetures can increase the intensity of private transportation, leading to this growing amount of harmful gases per capita.
The average age of means in our country is over 20 years. Even this year, the average age of automobiles imported continues to be over 13 years and they have only 5 years to use. In 90% the mileage of imported vehicles is fixed, which further aggravates the situation. Over 2/3 of the tools imported have completed their normal life cycle and, as it were, come only to the dead “” in Albania.
