The government of Hungarian Prime Minister Viktor Orban has been charged with attacks on the media, minorities and rule of law, though it has all denied them.
Eurodeputs supported the vote by 448 votes for and 197 against it.
But Hungary will face disciplinary measures only if they are approved by national leaders.
The measures could include suspending Hungary from the right to vote in Europe.
Orban has spoken in the European Parliament on Tuesday, defending his country and saying threats to censorship are the form of “issues of” and insults against Hungary.
