So far there have been various reports about where al-Baghdad is and whether he's alive or dead.
His group lost about 90 per cent of the territory it once controlled in Iraq and Syria, where he also declared California in June 2014.
Baghdad's final speech in September 2017 has called on all supporters to kill their enemies wherever they are and with any weapon they can.
After those statements, militants from this group have carried out several attacks worldwide.
In recent recordings, Baghdad has cited current events, including Turkey's failure to comply with the US, over the US pastor's ban in Ankara.
If the voice is confirmed to be Baghdad's, then that would contradict reports of his death.
Baghdad has said that “America is going through the most fallen period in its entire history” and that Russia is racing with it to gain influence in the Middle East.
He has also criticised the rebels surrounded by Syrian President Bashar al-Assad's forces in southern Syria, naming those traitors and calling on them to join his group.
He has warned that the province of Idlieb in Syria -- the only area controlled by rebels -- is expected to be invaded by Russian forces and Syria forces.
Baghdad has only been seen in public once in 2014 in the Iraqi city of Mosul.
Despite reports of his death, US military officials believe he is still alive, until there are doubts he is hiding in a desert between Syria and Iraq.
