While it is specified in the law that when a tender is signed by the institution, at least 70 per cent of planning, or at least 130 per cent, so that the institutions would be offered “to do well in planning not to harm the public budget from planning nonreal products, the other interpretation has provided the Public Procuremental Commission (KRPP).
The KRPP has restored the possibility for public institutions to plan “pausal”. The failure of institutions to pay at least 70 per cent of the planned shopping needs could upset purchases through public procurement.
