The Centre for Social Work says that for the first time in this case domestic violence was announced when the late Valbona Noceaj in June of this year had sought help from the centre to see her children.
Valbona had twice visited the children until it is unknown how Peter Ncreaj had managed to take care of his children without a court decision.
On July 2nd, Valbona had filed charges at the divorce court. The court several days later, according to the procedure, had applied for reconciliation to the couple, whom Valbona Noecaj had refused and rejected.
This decision of Valbona had led Peter Nocway to stop her from seeing her children.
The family of the deceased on the day of tragedy had told KTV that police without a court decision had come to take the children from their mother.
Kosovo police have denied being involved in the child-taking process.
“Based on the information we have, the Gjakova police station has never accepted a request from any institution that the victim's children be sent to the former husband (the suspect). Consequently, the claims of the family of the deceased that the children were taken by the police and sent to the father did not stay. Such claims are also investigating Kosovo Police Inspectorate”, said in response by Kosovo Police, Gjakova.
The four children of Valbona Nocaj will continue to remain in temporary custody of the victim's family, until the Centre for Social Affairs will allocate 100 euros each month to each child in social assistance.
By contrast, Peter Noecaj has been assigned a 30-day detention measure with suspicions of killing his wife, Valbona Noecaj, and his 9-year-old daughter.
