Police officials have identified the attacker as David Katz, 24, from Baltimore, and have said he used firearms.
The same have confirmed that they are not looking for a second person.
Eleven others have been injured in Jacksonville Llanding, a major shopping mall, with many shops, recreation spaces and food.
Some unconfirmed reports have said Katz was nervous after losing during the game.
Florida has faced massive shootings in recent years, including the incident at an Orlando nightclub in 2016, which killed 49 people and this year's attack that left 17 people dead in a school in Parkand.
