According to Krasniqi, although the president has only ceremonial competencies, rather than executive powers, he is actually making the law.
Kosovo, due to the form of governance, is considered to be the parliamentary republic. The constitution has established for the president ceremonial and not executive competencies. What is happening in practice is exactly the opposite. A spectator. The president is making the law”, Krasniqi wrote.
