Based on these processes, which include the months of June and July, which have provided Radio Free Europe, Serbian representatives in Kosovo have demanded that competencies be included in privatisation, economics, education system preservation with Serbia, as well as other competencies.
Some of the officials this team has met have also called for constitutional changes so that the association can be in accordance with the Kosovo Constitution. This has been rejected by the Kosovo side.
In the processes translated into Albanian, the Association is described as the Serb Communist Community (BKS).
The body's transcript made by four Serbian officials -- Vinka Radosavljevic, Dejan Radojkovic, Igor Kalamar and Svetislav Durlevic -- refers to Kosovo as Kosovo and Metohiaão in all meetings.

Education Under Serbia's System
According to the processes, the management team on June 4th has held a meeting with the leaders of educational institutions, with the aim of reviewing the way this area should be handled in the Association of Serb-run municipalities.
Jasmina Dedic, leader of the education administration in the north, has told the management team that “rector of the University of Pristina in the north and representatives of all other levels, including the low school, medium and high, expect to remain in the current” system controlled by the Government of Serbia.

Members of the management team for the founding of the Serb municipality community on July 3rd in northern Mitrovica have met with the heads of six Serb majority municipalities: Gracanica, Ranilloud, Zvecan, Klokot, Leposaviq and North Mitrovica. The theme of this meeting has been the future competencies of Association.
Those present have agreed that the association (BKS) would have to enable municipalities broader competencies, under which it could fully independently be owned by budgetary means, including the implementation of the public procurement process.
Compensations for Privatisation and Cadastre
Vadica Aritonovic, chairman of the Ranillug municipality, has stressed that in the Law for Strategic Investment, provisions allowing municipal mayors the right to ban privatisation of certain economic subjects would have to be restored.
The heads of Serbian municipalities have demanded that the cadastre of these municipalities be in the management of Association.

“The BKS would have to have full competency in managing the cadastre of real estate, public diameter, expropriation of land, and other cadastral issues”, Slajan Kostiq, director of the Directorate for Cadastra in the Leposaviqi municipality, said.

The same day, the management team has met an official from the United States Embassy in Pristina.
The official, said in the record, is interested in knowing from the management team whether there will be meetings and how many meetings there will be in Belgrade and Pristina.
“She is interested in whether Pristina will be surprised with this report, with draft status, respectively, and has expressed disappointment that no one from the EU is in contact with the management team”, the chip says.
The mayors of these municipalities at the meeting have concluded that it is important that the competencies of [ BKS] remain such as defined in the first agreement on normalisation of relations.
It has been found that it would be positive to gain ownership of economic subjects within the BKS.
