Government funding for stray dogs is being misused.

The cubs, shelters that fail to meet the dog treatment conditions, the identification of signs (vaths) that they have been controlled are being changed several times, and similar problems are conveying the project to manage and control the wandering dogs in Kosovo.

Driton Gusia of “United for animals” says that the method Veterina Agency is using for treatment of stray dogs is adequate but requiring better treatment.
According to him, the shelters where wandering dogs are staying do not meet any living conditions for dogs during treatment.
We first observed in the town of Gjilan that veterinarians improvised in a way of shelter where dogs had to be temporarily kept, but they haven't met any technical conditions within because they were too small. They mixed the sick dogs with fat ones, took puppys and cubs... We've also found irregularities in the Drenica municipality. In that region, dogs have been found to be kept in very small cages, in this huge heat at these temperatures have not had any water inside full of other problems, namely that they had to take more serious measures”, he tells Kosovapress.
Not mentioning names, Gusia says a veterinarian of the Pristina region has, for personal gain, placed the same dog's identifying mark three times.
Gusia appealed to AVUK, so that sanctions against those who violate the animal protection law are more severe, and not only to secede contracts against the perpetrators.
“E took a dog that was sterilized long ago from the Harilach shelter, only changed the earrings three times, the same was the same, and it's understood that every time he switched the earrings, he took over 50 euros from our budget to pretend to have treated that dog, that he's been misusing public funds, violates his profession's ethics, and that he's violated the law in a lot of places and that he's normally wanted more than AVUK's suspended measures, that he's been taking with the contract, that's been dealt with four fines, or that's got to be done with, and that's a full-time prison, that's been done.
He, as a concern, has also raised the way veterinarians are making sterilization of dogs, where this approach, according to him, is endangering the health of the animal.

Although conservation organisations speak of irregularities in the project, the Kosovo Food and Veterina Agency says otherwise.
According to them, this campaign is going very well and only one misuse has been recorded during the monitoring, where they say the veterinarian who immediately committed violations has taken measures as the law predicts.
The spokesman for this agency, Lamir Thaci, claims for Kosovo that 6451 were wanderers so far, of which 33 have put them in permanent sleep.
So far almost everything went according to the contracts we have with these veterinarians, and we've managed to treat over 6451 were, of which only 33 were euthanaized, while for others, all other services have been performed such as castremism, sterilization, vaccine, and other services that were dependent on the dog that needed them were then carried out and the adequate measures that were previously made. We officially had only one complaint from an NGO that was registered and the veterinary practice was taken in adequate measures, and other official complaints we didn't have”, he says.
As for shelters where dogs stay during treatment, Thaci says they are high standards and have had no problem with the work that has been done so far.
All these points are according to standards required by regulations and by laws in power, all veterinarians who are contracted are professional veterinarians and know the whole scientific aspect and the aspect of animal rights, they know the laws of veterinarianism, and we have had no problem with the work that has been committed”, he claims.
He has added that the number of street dogs to be treated by the end of the year also depends on the budget the Government of Kosovo, which has earmarked for the campaign and totaled 1.3m euros.
But in addition to this campaign, citizens continue to feel threatened by wandering dogs.
Mentor Azem, although he has not heard that he has started a field to treat stray dogs, says he feels threatened by these dogs and infections that he can get from them.
It's something of concern to me for all of us with special emphasis on the elderly and for children, institutions need to think about this because it's dangerous... Of course, we also feel threatened by infections and bites, danger of worry, screaming. I haven't heard of this initiative, but I find it a good initiative”, he says.
For Lachin Hope, even more disturbing is the wandering of dogs near hospitals, and according to her, not all dogs may be vaccinated, so she also feels threatened.
It's also a concern that they're showing they're in hospital courts that there are people who are sick or children who might attack them. They're saying they're vaccinated, but you can't vaccinate them all. I haven't heard of this campaign, but it's good if they take something, everything that's taken right, well, it's”, Lacey said.
The management and control project of wandering dogs began in May and includes dog fighting, treatment (needed medical treatment and treatment), castrination, sterilization, and in special euthanasia cases (for euthanasia), and veterinarians by respecting legal acts in power).
The Kosovo government last year has earmarked 1.3m euros for the treatment of wandering dogs in Kosovo, whose number is believed to be around 20 thousand.
