“Laban is still on the run internationally, he is wanted by Serbia's authorities, and if he travels abroad, cuffs can be imposed because he has arrest warrants against him”, Free Europe has told Radio a police source.
In 2011, Laban was convicted of bribery by a court in Serbia. He was sentenced to six years in prison.
Serbia sent them last year EULEX a request for Laban's arrest, but the mission had said it has no mandate to make such an arrest.
Along with Laban, the country's president, Hashim Thaci, has appointed four other judges.
The establishment of the Constitutional Court, for the first time, is now only with local judges.
