Civil society organisations from Kosovo and Serbia have sent an open letter to senior European Union Foreign Policy representative Federica Moghrini, in which they say against partitioning Kosovo or exchanging territories on ethnic lines.
Such developments would reportedly produce chain effects in other Balkan states as well.

Civil society organisations from Serbia and Kosovo call on you to make a clear statement against partitioning Kosovo or exchanging territories between Kosovo and Serbia on ethnic grounds.
The frequent mention of border correction sends a very dangerous message to the citizens of Serbia and Kosovo, as well as to the entire region, that there is a real possibility to legitimise a dangerous ethnic property propaganda on territory- principle that has pushed the region in some cases in bloody conflicts.
Such developments would inevitably produce a chain response in other Balkan states and lead to numerous demands for changes on the borders in the Balkans, which opens the doors for new conflicts.
Also, it would send a dangerous message to all Serbs and Albanians living in the wrong “an” of their ethnic states “”, which could lead to another use in the Balkans.
Civil society organisations have been trying for decades to improve communication and co-operation between the two communities, primarily seeing the welfare of people living in Serbia and Kosovo and the future of the entire region.
It is necessary to create a lasting peace in the region and accept inter-culturality and multiethnicity as preconditions for EU integration development and aspirations. Clean ethnic countries, the outdated 19th century model, should not be the goals of any policy, nor should they be tolerated and supported by representatives of the international community.
Civil society organisations invite all local and international actors to actively oppose efforts to introduce ethnic principle in building states in the Balkans.
Any state that is based on discrimination and divides citizens on any basis is biased to fail. A society that develops in values that oppose respect for basic human rights is punished by nationalism, isolation, and hopelessness. More and more young people are already leaving our countries, and territories for which national and political elites are fighting today will fight without democratic forces.
Civil society organisations invite the international community, but above all authorities in Serbia and Kosovo to devote themselves to creating better living conditions for all Kosovo residents (including freedom of movement, business and international co-operation) during the negotiations, ensuring that past crimes never repeat again (including finding missing persons from both countries) and creating conditions for developing the legal and democratic system of governance in Kosovo and Serbia.
Only such negotiations are a guarantee of a safe and dignified life for all people, regardless of national differences or any other difference.
