The EU negotiating framework is clear as to dialogue between Pristina and Belgrade: The legally binding agreement for normalisation of reports must be reached before membership. The agreements must be implemented. The association is important and we are still not seeing anything concrete from Pristina”, Joksimovic said.
According to him, the European Union has consistently stressed that Kosovo and Serbia must reach an agreement as soon as possible.
