Maria Busina's ties to Russian intelligence make it a permanent threat, while a federal judge ruled that Russia must face trial.
The 29-year-old lawyer said she has been co-operating with the American government for several months.
The case is not part of the US investigation into alleged Russian election interventions.
She is facing charges of failing to register as a foreign agent and plotting against the American government. She's not accused of spying.
On Wednesday, Moscow's foreign ministry said Mr. Busina's arrest was designed to undermine “positive results of a meeting between US President Donald Trump and Russian President Vladimir Putin in Helsinki on Monday.
Judicial records Wednesday say Mrs. Busina was living with an unidentified, 56-year-old American, with whom she had a “personal relationship”.
However, this relationship does not represent a strong link to the United States because Busina seems to treat it simply as a necessary aspect of its” activities, the court documents said.
