Ibrahim Rugova's hometown delays his memorial

It is foreordained for this project to take place in several phases, but the works are not being carried out due to the many problems presented, the Kosovo Clan broadcasts.

Problems began after the second phase was carried out, the square tablets had not kept the water flowing into the building in 2016. As a result, the company, which has won the tender for conducting third phase works, has been forced to intervene in this section at the request of designers as well.

The ideal and detailed design was made by the mayor's son-in-law, Esat Bytyqi.

All these claims that have been submitted have been conducted by the opposition in this municipality.

The Istog municipality has co-financed this project with the Ministry of Environment and Space Planning (MMPH). Since the project in the third phase failed to be finalised within fiscal year, 2016 this municipality has lost the amount dedicated by the ministry.

The ministry for the memorial project”Ibrahim Rugova” has stopped receiving the ministry's support either in 2017 or this year no means have been set aside for it.

For works of the first and second stages, vehicles worth 300 thousand euros have been allocated to the MMPH. The works of these two stages have been performed by the company” Intering Construction”.

Tools worth 294 thousand euros have been earmarked for third phase works. Of this amount, only 47 thousand euros have been paid since the work was not carried out within the year as had been signed by contract. The work of this phase has been performed by the company “Conx Group”.

The project is expected to continue this year, and plans are to be carried out within the year. It is for the completion of jobs in this memorial to spend 1.2m euros, it broadcasts the Kosovo Clan.

Workmen's ties with LDK

The municipality of Istog had enthusiastically started the work, which will be dedicated to President Ibrahim Rugova é building the memorial park by his name. Rugova was born in this municipality, and the municipality wanted to build this work in honor of him.

Many party people who Rugova had led for 17 years were involved in its construction. The first two contracts were awarded to LDK assemblyist Hajrush Shoshi's brother in Istog. The next contract was awarded to the company, which has already been led by former Youth Chairman of the Democratic League of Dardania, Vigan Syla, who had passed through LDK in 2011. Whether Syla is still active in this party is unknown.

The idea project was carried out by the son-in-law of Istog's municipality, Esat Bytyqi. He lives and works in Vienna, and the municipality says he has done this project for free.

The works of the first and second phase of this project have been carried out by the company “Interstruction”. In addition to the fact that this company had won these contracts of thousands of euros, in the realisation of the operations “Intering Construction” has taken the concrete from the brother's company of Istog chairman. “Ma. CHON” Hakki Rugova in the 2010-2012 property statement register has declared to have shares in this company. Istog's chairman is charged with the Constitutional Prosecutor in Gjakova for conflict of interest in a tender he had awarded to this company, which is owned by his brother.

The fact that for the construction of the Ibrahim Rugova memorial the company had taken the concrete from the mayor's brother does not bother Hajrush Shoshi, LDK assemblyist and accountant at the company “Intering Construction”. He says “Ma. CHON” is a serious company and they have long-term cooperation.

Signed contract for fraud

The tender for the implementation of third phase works has won the company “Conex Group”, which has been the subject of charges since in 2016 its former owner has been sentenced by the Pristina Constitutional Court for three criminal acts for a tender process. The tender for the work of the third phase Istog Group has signed with Veton Fetah, even though he was sentenced by the court with a firm decision.

Former director Fetah has been convicted of these crimes: fraud by Article 335, false statements taken under Article 391, and counterfeiting the document by Article 398 for which he was convicted of fines and six months in prison. But the prison sentence he has replaced with fine punishment. In all, he has been sentenced to 26 thousand euros in fines.

Fetah has been convicted of tendering business facilities in Pristina's “Pejton” neighbourhood.

For the same tender has been charged by the former chief of Procureing Organisation, Hysni Hoxha, internal examiner at the Procure Manager, Hysni Muhadri, and company accountant “Conx Group”, Arsim Robelli. The three were declared innocent by the court.

But that has not prevented the company from receiving tenders in some municipalities led by the LDK. Preportr has come to testify that this company has received at least one tender in the Pec municipality and two others in the Istog Community, one for the memorial in question and the other in 2015 for the level of football field in the city of Istog.

The fact that the director of this company has been sentenced by the court has not stopped the municipality from signing contracts with him worth 294 thousand euros. Istog Community Deputy Chairman Lulzim Blakaj says the issue has been discussed in the Communist Assembly as it was submitted by the opposition.
