This has left many bills unannounced, holding their vote from one session to another. Parliament monitors express concern, as they say it has caused the Legislative to score little results.
The current absence of the MPs, we can't get him to the polls... we actually have the quorum, but they're in the asses of MPs... We cannot continue the session, because no vote. ”
These are some sequences from the Kosovo Assembly, where the heads of the plenary sessions have interrupted the work in absence of quorum, or voter turnout. The Democratic Institute of Kosovo, which monitors the work of the Parliament, expresses concern about the functioning of the current legislature. Artan Murati, from this institute, says this has caused the Assembly to have very little work results and very few passed laws.
“We are seeing a chaotic functioning of the Kosovo Assembly, for the very fact that there is no decision-making within the Assembly. Despite the fact that there may be hearings, they are failing due to lack of quorum, or lack of voter turnout by MPs”, Murati told Radio Kosovo.
Vetevendosje MP Arberie Nagavci estimates that the failure of the sessions is taking place because of the irresponsability of the ruling parties themselves, but says it is their tactic, as they try to avoid the debate over many weak laws they bring. It also blames the headship for the inability to manage while rationalising the opposition's actions.
“Not rarely lack in sessions can be an expression of a political action, so that it can show the Government in our case that they don't have numbers, and it's a government that has a lot of problems to push forward important questions”, Nagavci told Radio Kosovo.
Critically critical of how the Parliament operates are made by MPs from different groups at almost every session. Even the deputies of the ruling coalition. One of them is Milaim Zeka, of the Social Democrat Initiative, who was very harsh at one of the sessions.
I believe that most of us from now on could be with our families, not we would come and because of some others, postpone sessions indefinitely. It's really taken before the citizens of Kosovo”, Zeka said.
Lack of hearing has brought the situation so far, as for something the MPs are obliged to receive thanks from the head of the Parliament, Kadri Wessel.
Thank you for the correctness. I want to congratulate the Parliamentary Group 6 plus, which is 100 percent today in room”, Vessel said.
According to the voting platform.org, so far, the Assembly has fulfilled only 18 percent of the legislative agenda.
