The fifth year the diaspora paid “harac” on behalf of green card

This year we entered the 18th year, when Kosovo self-adminisced, while neither this summer the Kosovo diaspora will have the opportunity to travel on vacations in Kosovo without having to stop at the border to give “haracin” to security companies. Rows long before any border crossing, for [...]
Rowed in long lines before any border crossing, for every summer exiles are forced to fill Kosovo insurance crates with rich euros
These tools are collected on behalf of “Green carton”, which the state of Kosovo, without exception, even those who bring evidence that the state insurance from which they come covers damage in Kosovo's territory, does not recognise any exile who wants to drive into Kosovo territory.
At this strict point there are even border police officers, who don't make any concessions, whether it's only transitor or for several hours. “Border security must all pay”, they say. But this measure of power rigorousity is not worth the citizens of Serbia operating in northern Kosovo. We are even witnessing the daily movements of cars with old Serbian license plates, which do not owe any Kosovo law in this region.
It is true that Kosovo is not a member of the “Byro International Security” known as the Council of Bureauaux ( The CoB) and that Kosovo citizens cannot circulate abroad with vehicles without first paying the Green Carton tax, Telegrafi submits.
Hilmi Gashi lives in Switzerland and every year comes to Kosovo on vacation. This time around, he has decided to take vacations in Himara and then return via the border to Morina in Kosovo.
But it says it waited long and was again required to pay security in absence of green cardboard, which I call annual <x0harac”.
“Today on the Kosovo border in Morina: The long waiting lines before the headquarters of the insurance agencies to pay „harachin“annual”, he wrote on his Facebook account posting a photo showing the crowd of exiles waiting to pay security at the border sports.
“I haven't waited long today, because I'm back from vacation from Himara. Security is 10.7. But today, when I came to the border, it was in the streets and in front of the sports, the huge heat and the weary people from the street, yet they were very patient. Hark “because it is not necessary to fix the matter by green card. In Europe only Kosovo does not recognise this Karton”, Gashi has said.
Gashi also said that according to the information he has, this insurance is not viewed as safe, because it does not cover the damage done in the exiles' cars, so BKS requires payment for border police, but does not help insurance make their right to damage.
And that third: this insurance is seen as tribute because there is no transparency where and how these enormous revenues are invested”.
The Kosovar Insurance Bureau, according to him, is the institute licensed by the National Bank and I have to account for the millions of euros made in one year.
The best solution, according to him, would be membership in the Green Carton Office.
Kosovo Border Security covers only minimal damage
Border security only covers the minimum damage the foreign license vehicle would cause to the other side in the event of an accident. And for your harm, regardless of the insurance type, whether it's even a casco, it's going to have to be a different account, with state security from where it comes from.
And if you're not clear about this before, trouble arises.
Not every client is aware that damage to the car in Kosovo, even with state-run Caspian insurance, does not imply automatic compensation for the damage. At least not for a large number of Swiss insurance companies.
Since most of them do not cover Kosovo's territory with the argument that this country is not a member of the International Security Bureau.
