The Commission for Education, Science, Technology, Culture, Youth, Sports, Innovation and the Usership has held today the debate on the Bill on the status of Albanian education workers during the nineth years.
The debate was held without the quorum after Vetevendosje MP Arberie Nagavci released the Commission's meeting.
The Commission has sent it for a vote to tomorrow's session with the Bill on Ratification of the Agreement between the European Commission and Kosovo on participation in “ESMUS+”, demanding that this bill be passed before the Parliament goes on vacation.
The situation was tense when the review of the Bill on the Status of Kosovo Teachers began during the nineth years.
Alush Istog Director of the Department for Pre-university Education in August said that the entire debate is due to budgetary costs, and according to him this is the competence of the Labour Ministry.
According to him, no budget costs are acceptable to Kosovo's budget.
This budget costs for education workers, of course 90-99 is acceptable I am talking about our demand and our budget that we have planned. I don't have the right to talk about the budget of the Ministry of Labour and Social Management, I'm talking about budgetary costs if approved go through procedures that we've thought would mean only in the second four months of 2018 is 2 million and 494 thousand and 425 euros. For the year 2019 that were according to the categories mentioned earlier there were 9 thousand and 656 workers who are beneficiaries in the 2018 pension. But Finance Ministry representative Mevlyde Shamlli said preparations have been made for this bill, but there are shortcomings in the categories of beneficiaries, and this may have budgetary implications.
According to it, this bill has high budgetary risks and costs, and when the clarification of categories is made, then this budget can increase, as it says, “for 100 per cent”.
“Pension is conducted on the basis of school preparation, the law says only categories I can't get out of the law, I can say the total cost with full conviction that it is 37 million but to arrange the subcategories of these two categories I can't without breaking them up under the Labour Ministry or the Ministry of Education to write to schools and faculties and to the broken academy. But these MF representatives' findings have called the MP from AAK Teuta Haxhiu political interference.
“All arguments that have been organised by the Ministry of Education and have been numerous and not few, and changes or desires coming from the finance ministry that are changing attitudes from time to time, I consider it all political to clarify one thing that personally as MPs I have enough calls from education workers who have worked 40 years and the budget of the Republic of Kosovo or the ministry calculates that 40-year job with zero euros, why it gets another pension that has died in war”, Haxhiu said.
But the MF representative gave several examples that, according to her, could cause budgetary implications to expose what MP Haxhiu said.
Following this debate, commission collection also released LDK deputy Valentina Bunnjak with the reasoning that she is not being given a case for discussion by MP Haxhiu. After that, the chairman of the Commission, Ismail Kurteshi, has interrupted the meeting.
