Big work awaits the Assembly, 100 bills await approval

Kosovo's Parliament Monitor from the Kosovo Democratic Institute (KDI), Agnes Haxhiu, in a proposal for Indexline has said that many points of the agenda are not being considered on the day when it is being planned by Headship and their procrastination is affecting the size of the agenda.

According to her, these things have caused the Assembly to be weak by the exercise of legal office.

Kosovo's “Convention on this legislature has consistently faced a lack of quorum, but that as problematic has been markedly more pronounced in 2018, which has been unable to function the normal function of this institution. Many points of the agenda are not being considered on the day when it is being planned by Headship, and their procrastination is affecting the size of the agenda. Setting up plenary sessions at the time when the commissions have warned of holding their meetings is causing quorum on both sides. On one hand, the head of the session has often been forced to interrupt the session or postpone the vote of a certain point for another day for lack of quorum. On the other hand, many of the commission meetings have been cancelled at the last moment because MPs have been in session. This has contributed to the performance of the Parliament in the exercise of the legislative function being weak”, Haxhiu has declared.

Otherwise, Haxhi says there are more than 100 bills in the legislative agenda for 2018.

For 2018, the Assembly has managed to pass only 27 laws, out of which 11 have been adopted by accelerated procedure since they have been preambled within the European Reform Agency. From the legislative agenda for 2018, in the process of reviewing by parliamentary commissions there are 55 bills already another 62 have not been prepared by their sponsors”, it added.

Otherwise, only at the session, which was held last Friday, were there for total adoption of 8 bills, and in the absence of quorum none were put to the polls.
