Who threw the 53 million stone on the highway?

There are more than two ministers in this guilty situation, more than two prime ministers and more than two parties. To explain this, we need to go back to retrospect, just to remind of some known events for the public.
Bechtel & Enka had been announced winner of the Skopje Highway construction project in February 2014. To set up a patriotic background for this costly project, Thaci put the name “Arber Xhaferi” on the way. Up to this announcement had been worked for two years in the tender stages and many heartfelt conversations had developed, including those between then-American Ambassador Tracy Ann Jacobson and then Minister Fehmi Mujota. As a reminder of the time of the contract recommendation, all political parties were making the pre-election campaign for undeclared elections. The campaign was launched for elections scheduled on June 8th. On the last day of the campaign, on June 6th of that year, an explosion of electrolysity occurred at KEK, leaving two workers and many others injured. This explosion was a signal that energy was in poor shape. While the opening ceremony of the highway construction held on July 8th remained in the shadows of the US ambassador's refusal to give a speech.
The June 8th elections did not produce an absolute winner. The PDK was first, while other parties ( V V, AAK, NISMA and LDK) formed bloc V LAN, which made up the majority of MPs in the Assembly, enough to form the government. While the country was raging with constitutional debates over one or the other bloc's right to form the government, Thaci's incumbent government was not sitting by. Acting Minister of Infrastructure Fehmi Mujota had signed the 600m-euro contract. The contract was signed on July 1st, and the start of the works was made on July 8th.
This is the first regret done by Thaci Government and Minister Fehmi Mujota. Why? A government in office has no competence to sign a 600m-euro contract, which leaves future governments in office. Government competencies in office are described in a draft law for the government, which had been published on the prime minister's website at the time. With the signing of this 600 million contract, as well as other contracts already under way, Thaci had reserved the future government for nearly 90% of the capital investment budget. Normally, Thaci no longer needed the government wheel because he had turned it into a train. On a train that's driven and doesn't need a steering wheel, but there's only one pedal for braking. The brake pedal continued to hold the PDK. So the biggest mistake was made in government time. PDK-AKR.
We all know the story of VLAN's love and marriage in the middle of LDK- PDK. The criticisms made by the LDK during the time of the campaign were forgotten by entering the government. However, from the beginning it has been said that the amount of tools planned in the budget and the dynamics of the agreed jobs between the Kosovo government (during Thaci's time) do not match.
In some cases, Infrastructure Minister Lufti Zharku has publicly said they are working with Bechtel Enken to reach an agreement to change the dynamics of work. This has also been confirmed with the commentary document of the Ministry of Infrastructure that finds that during government time Mustafa has held about 100 meetings with Bechtel & Enken to reach an agreement on paying these means.
So the previous government knew about penalties that were waiting for procrastination and payments, but it hasn't reacted any longer to minimize or prevent them. Or even if they have reacted, they have not led to the end to sign the new annex. How can a government of economists make contractual mistakes that have serious financial consequences. It's the big dilemma, which can only be solved by the prosecution, what's discussed in these 100 meetings between the parties. It's still more mystical than who was responsible for making decisions on the matter and who did not. So if it is found that Kosovo has contract-based obligations and has not reacted in time then, he too is responsible for every extra cent that has been paid.

The Haradinaj government has taken care of the blame. The document, discovered by the newspaper Life in Kosovo, says the new annexes-confrontation, which owes the government an additional 53m euros, has been signed only 18 days after the government's coming to power Haradinaj. So this government has only 18 days attempted to reduce this damage of 53m euros. Furthermore, the signing of this annex-contact has become completely secretive, and it was Minister Pal Lekaj who had issued several bubbles in the form of accusations against the past government. The least Haradinaj can do is allow access to the minutes of meetings held by Minister Lekaj or anyone who has been negotiator on the part of the Kosovo government.
All these penalties have a source- lack of transparency. The complicated and large contract, in a ridiculous way, was offered to look at journalists and civil society organisations for three hours. Imagine, for three hours find all the tricks in this contract. Such transparency is ridiculous, especially for the fact that the Ministry of Infrastructure has rejected all other requests for access to this contract with the reasoning that it has business secrets. So how can something that was classified be offered for viewing.
The stone thrown into the deep well by the government not that has not been removed from successive governments, but each one has stood on it, burdening the budget of the Republic of Kosovo even more.
