No room for panic, Hoti explains: No state can withdraw recognition of Kosovo

In this interview with Periscope, Professor Hoti explains that internationally, recognition is an irrevocable act.
According to him, international practice does not recognise the appeal of recognition.
The “in principle recognition is defined as a unilateral, judicial, international, irrevocable act. It is one-sided, as it is largely dependent on the will of a state. Under no circumstances, state A does not ask state B whether to recognise the new country. It's international because it has international legal effects. It is legal because recognition produces legal effects, such as diplomatic relations and others. While recognition is irrevocable because international practice does not recognise the appeal of recognition. It can be said with recognition that a change of circumstances is found in a certain location. When recognition is obtained, it is impossible to become the recognition or attraction of recognition”, Hoti has declared.
It explains that reports between the two countries may have negative trends, but attracting recognition cannot be made in extreme cases.
According to him, all this propaganda is Serbia's game with states that have unpolluted political system, or even legal.
“From recognition to recognition may be moved further into diplomatic and other relations, but if reports between the two countries are not positive, there may also be negative trends, meaning a breakdown of diplomatic relations, tension creation or, in extreme cases, the beginning of war, but in no circumstances, there is no withdrawal of knowledge. All this is the leadership's game in Serbia, which, on alert to finding an international solution when we are in the final phase, wants to benefit from creating an international impression to disrupt the process of recognition of Kosovo. We have nations on the globe today with unconsolidated political systems. We have the case of Maize or other states in Africa, where there is no known legitimate authority. So we have a part of the rebels, a part controlled by the Government, or even a part that is controlled by a completely different group. In such cases, confusion may arise. In this case, Kosovo may have been recognised by the group of rebels who differ from another part. The second situation is in poor states, with unstable political systems, such as Burundi, Guinea and others, as third world states”, he has clarified.
According to international law professor, certain states play such games to benefit in the political sense, such as the free visa regime, for which Serbia was recently criticised.
These states, such as the visa issue, make such compromises, to benefit in the political sense. Today, Serbia is criticised for providing such games with freedom, or free visa regimes, only to create amulus. These are political regime games in Serbia, in which we should not fall to pre”, says Hoti.
According to him, the EU should penalise Serbia for these deviations from European Union policies, since it is a member states aimed at membership.
There should be penalisation for Serbia, but not for us, because we are not the authority for penalisation. Kosovo, Serbia and other countries are also aiming to join the EU. One of the conditions is to follow EU policies. In any case when countries deviate, The EU must be the authority it takes. In this case, the EU would have to penalise Serbia, give a comment on the issue. This propaganda has an impact on states that have not recognised Kosovo. Those states that are friends of Serbia, and do not recognise Kosovo, are influenced by Serbia's propaganda. This can affect even the countries waiting to make the decision of recognition. But this does not affect the states that have already recognised Kosovo and established diplomatic reports”, the connoisseur of international law has said further.
Professor Africa Hoti acknowledges that Kosovo still has numerous problems in foreign service in general.
She says Kosovo should be careful and not give itself the comfort, since it still has controversial legal status.
I think we have multiple problems in diplomacy or in foreign service in general. These problems are continuing to inherit. We've made extraordinary mistakes. We are facing political crisis and elections. Foreign service has two problems. The first is the political problem that never in these last two governments has managed to consolidate and define targets. The second problem is that we haven't been able to build an efficient foreign service that wouldn't be burdened with problems such as familiarism, nepotism, corruption, and others. We have to be careful. Kosovo should not give comfort to itself when we still have controversial judicial status”, he has said further.
